If you want more Costumes in Bayonetta 3, you can get them by earning and spending at least 4k Halos. However, before you can buy specific Costumes, you will need to beat the game at least once on any difficulty.
How to save transfer in Bayonetta 3
To save transfer and unlock special outfits in Bayonetta 3, you must have existing save data on your Switch for Bayonetta one and two. If you do not have save data for either game, you can not use the save transfer feature to unlock outfits from the other Bayonetta games early.
