With Sylveon’s naturally high Sp. Attack, Moonblast is a must-have as a same-type attack bonus (STAB) move. And since its Sp. Defense is also high, Calm Mind will raise that and its Sp. Attack by one stage. This will help you set up its stats for Moonblast and other offensive special attacks.
The best Nature for a Tera Raid Sylveon isModest(+Sp. Attack, -Attack). you may even give it Sp. Attack-boosting items like Wise Glasses for the extra punch. Max out its IVs/EVson, at the very least, its Sp. Attack.
