You will not be able to swap your party members until you haveunlockedthis ability in One Piece Odyssey. You will gain this ability around the time you battle Del Kong and save Nami. This ability will be expanded as you progress further. Once you have unlocked this, you can freely move your party around in and out of combat.

How to swap party members in combat in One Piece Odyssey
You will primarily be swapping party members during combat in One Piece Odyssey. The combat system is built around changing your party members and attack order. There are two main functions in the party swap system.
You must first open theTactics menuto swap a party member out. Here you can choose theSwap Party Memberoption. You will then need to select the two party members you wish to change and confirm your choice. Party members that have already acted cannot be swapped out. Party swapping will not occur duringauto battlesand can only be done manually.
How to swap party members outside combat in One Piece Odyssey
Outside of combat, you’re able to change your party member order and who is in your main lineup. Open the main menu, then simply select theBattle Crew Formationtab. This will let you rearrange who is in your main crew and your reserve crew.
